Updated tool description file to satisfy scram tool ordering
conventions (added "use" statements for required tools).

Added scram tool descriptin file for openldap, with LIBDIR defined (this will add symlinks to the openldap lib in the release lindir) so that python-ldap can resolve openldap libraries via LD_LIBRARY_PATH. Note, that both python-ldap and openldap need to  be  added as external tools to CMSSW.

Diff to previous 1.1

Added work around missing sasl2 library link on 64-bit SLC4.
Set env. variables for configure, instead of defines on the
command line.

Configured as required for python-ldap.
Depends on openssl, db4 , and system version of cyrus-sasl.
