Add root/xrootd patches for 3_9_x, still to test

  Working version of ROOT 5.27/06 spec, with latest fireworks9 patch.

revert back to previous head for root.spec

Reworked root patches with -ko.

* Do not have castor & dcap as dependencies on a mac.
* Remove workaround of broken patch, since the patch should not be broken
  anymore.

all <TOOL>_* variables are now non-env variables in init files. Added NOCOMPILER for tools which do not need gcc dependency

  Version of ROOT 5.22/00d spec (with tool files generation) which adds
  also the fftw3 dependency in order to build also the libFFTW.so library.
  (It still does not appear in any tool file, however.)

  Disable build against mysql. In the end, it isn't clear to me what actually
  depended on MySQL in ROOT as even before making this change I see nothing
  which needs the shared libraries, at least. We are disabling it as within
  CMSSW the general recommendation appears to be to use either sqlite or
  oracle for DB (e.g. conditions) work.

  Fix typo: "flase" -> "false" in case statement used to define whether it
  is in an online build on the basis of cmsplatf. (The definition should
  have been correct in any case, despite the typo, but correct the typo
  in any case.)

Disable building roofit within ROOT itself. This is now built as a separate
standalone external.

Update to ROOT 5.22/00d, retaining still necessary patches

Comment out application of root-5.22-00a-fireworks4.patch, as there is some
problem in applying it.

Fix gccver conditional so that it probably matches the compiler versions.
(The previous version didn't match as it was missing the wildcard on the
last digit.)

Apply (for gcc4.3) root-5.22-00a-gcc43-array-bounds-dictionary-workaround.patch,
works around what appears to be a compiler bug in flagging the warning.
Also remove the application of patch16 (a gcc440 workaround) for all version,
leave just the conditional application when gcc44 is being used.

It looks like the ) was not proper recognised. So change the logic of finding the online arch

Apply patch root-5.22-00a-gcc44.patch, but only for gcc4.4 since it is a
workaround for a problem with that version of the compiler (specifically
with gcc4.4.0)

Back to ROOT 5.22/00. The spec now obtains a tarball snapshot of the ROOT
5.22/00 patch branch from my (elmer) personal area. This should be replaced
in the next days with the official download. Most patches turned off as they
are now included out-of-the-box. (TMVA still a problem.)

architecture check), for use in 21X based online releases.
