Rename the rejection cut flow to something more intuitive and correct: "minus one". This cut flow contains the numbers of events that would result if the cut in question were removed.

Allow fillCutFlow method to accept a weight.

Add the "safe bool" idiom for getting a bool from the class directly which is the logical AND of all the cut decisions.

First commit of CutFlow class.
